If you look closely at your electricity bill, you will see a line called FPA. Many people in Pakistan notice this charge but have no idea what it means or why they are paying it. FPA stands for Fuel Price Adjustment, also called Fuel Charges Adjustment. This guide explains it in simple words: what it is, why it appears on your bill, and how it affects what you pay.

What Is FPA?

Electricity in Pakistan is made in different ways: water

Who Has to Pay FPA?

Almost every electricity consumer in Pakistan pays FPA — homes, shops and tube wells. It applies to protected and unprotected consumers alike, although the government sometimes gives relief on FPA to lifeline consumers who use very few units (up to 50 units a month). If you are a normal household consumer, expect to see FPA on your bill every month. Our guide on protected vs unprotected consumers explains which category you fall into — note that link will go live with our new blog series.

FPA vs Other Charges on Your Bill

People often mix up FPA with other charges. Here is the simple difference: the energy charge is the basic price per unit you pay for electricity used; FPA is the extra adjustment for fuel price changes; taxes like GST and TV fee are government charges added on top; and the meter rent is a small fixed monthly fee. FPA is the only one that moves up and down with world fuel prices.

How to Check FPA on Your Bill

On a paper bill, look for the line that says FPA or Fuel Charges Adjustment, usually under the energy charges section. It shows the rate per unit and the total amount. The easiest way is to check your FESCO bill online (or your own company’s checker) — enter your reference number and you can see every charge on your latest bill, including FPA.

Tips to Reduce the Impact of FPA

You cannot remove FPA from your bill, but you can reduce its effect. Since FPA is charged per unit, using fewer units means paying less FPA. Follow our 12 proven tips to reduce your electricity bill — every unit you save also saves the FPA on that unit. Keeping your monthly usage below 200 units also keeps you in the protected category with lower overall rates.

FPA may look confusing, but it is simply the fuel cost part of your bill. Now that you understand it, check your next bill and see the FPA line for yourself — you will know exactly what you are paying and why.

(hydel), coal, gas, oil and solar. When the price of fuel like oil and gas goes up in the international market, it costs more to produce electricity. The Fuel Price Adjustment is the extra amount added to your bill to cover that increase in fuel cost. In simple words, FPA passes the change in fuel prices on to consumers.

Why Does FPA Appear on Your Bill?

The government sets the basic electricity tariff, but fuel prices change every month. Instead of changing the whole tariff each time, the regulator allows power companies to add a separate FPA line. This way, when fuel becomes expensive, the extra cost is collected through FPA, and when fuel becomes cheaper, the FPA can be negative — meaning a small discount on your bill.

How Is FPA Calculated?

FPA is calculated per unit of electricity you used. For example, if the approved FPA for a month is Rs 3 per unit and you used 250 units, Rs 750 is added to your bill as FPA. The rate is announced by NEPRA (the power regulator) after reviewing fuel costs, and each distribution company applies it to its consumers. You can see the exact FPA rate and amount printed on your bill — check your MEPCO bill online to view every line of your latest bill.

Why Does FPA Change Every Month?

Fuel prices never stay the same. Oil and gas prices move up and down in the world market, and the mix of power plants used each month also changes. That is why your FPA is different every month — some months it is high, some months it is low, and sometimes it is even zero or negative.
